Description
Reporting to the CIO, the Programme Manager will be responsible for the delivery and supporting the design of the Business and IT Change programmes and projects of work within the Marlowe Environmental Services Group. This will be achieved by working with and through others to implement the programmes and projects. This role is hands on and requires the ability to work across the MES Group, plan, manage and implement change within minimal disruption to the MES business operations.
Requirements
Key Responsibilities
- Define, develop, and deliver the Business and IT Change Programme aligned with MES strategy.
- Ensure all projects support strategic objectives and deliver on time, within scope and budget.
- Manage project interdependencies and overall programme performance, including KPIs and ROI.
- Lead and develop a high-performing team of Project Managers and Business Analysts.
- Act as the primary liaison for senior leaders, providing visibility into project progress and goals.
- Collaborate across MES to ensure successful project delivery and smooth transition to business as usual.
- Implement a consistent Change framework and governance model across the MES Group.
- Maintain and escalate programme-level risks and issues as needed.
- Build and manage relationships with internal and external stakeholders.
- Adapt resources and priorities based on programme needs and forecast future demand.
- Work closely with Development, Test, and Technical teams to ensure efficient project execution.
- Support senior decision-making and resolve conflicts that impact delivery.
Person Specification
Experience
- Proven success in leading large-scale, complex Business and IT Change programmes in fast-paced environments.
- Experience delivering technical programmes including SaaS and Cloud solutions.
- Strong stakeholder engagement and influencing at senior levels.
- Skilled in managing cross-functional teams across diverse business areas.
- Knowledge of programme and project methodologies (Prince2, APM, MSP, Agile).
- Commercially aware, with a focus on operational excellence.

Qualifications
- Bachelor's or Master's degree in IT, Computer Science, Business Management, or related field.
